The Learning, Monitoring and Evaluation (LME) unit supports Shakti’s programmatic verticals by providing insights to enable strategic decision making.  At Shakti, Learning comes at the forefront of Monitoring and Evaluation. This function works towards generating evidence of the efficiency and effectiveness of programmatic pathways and their results.

Our efforts are directed towards creating an evaluative culture by mainstreaming a dialogue around evaluative thinking within the policy research space of the climate action ecosystem. To this end, we conduct frequent discussions and capacity development initiatives.

POSITION OVERVIEW Manager (Learning, Monitoring and Evaluation) Job Vacancy for Delhi

As Manager – Learning, Monitoring and Evaluation, your work will focus on managing and executing all programmatic and organizational M&E functions, undertaking analysis of M&E data, identifying learning, generating effective communication materials from the learnings, and providing structure to the organization’s Knowledge Management system and implementing it.

The role will involve setting up standards and procedures for data and knowledge management efforts. The LME function will house all programmatic data, and the person will be responsible for managing it and ensuring quick access. There will be close coordination between LME and programmatic functions to ensure timely data availability, inform programme learning efforts, collate learning products, and help institute appropriate practices for utilisation of learnings.

We are looking for an individual with analytical prowess and effective communication skills. The role requires a self-driven individual who can use LME systems to enhance learnings and add value to programmatic strategies.

You will also work in close coordination with the Communications function to generate utilisable and informative learning products for internal and external communication.

KEY RESPONSIBILITIES Manager (Learning, Monitoring and Evaluation) Job Vacancy for Delhi

Monitoring and Evaluation

  • Contribute to the design of programmatic evaluations to be undertaken by the LME team
  • Coordinating and conducting process and performance evaluations of Shakti programmes that involve application of relevant methods.
  • Quantitative and Qualitative analysis of programme efficiency and effectiveness data
  • Keeping oneself updated with the latest evaluation methods and applying them to the LME work as applicable.
  • Periodic meta-evaluation of internal LME systems to understand their effectiveness towards meeting organization requirements.
  • Knowledge Management and Learning
  • Champion the learning cause within Shakti by facilitating cross-programmatic learning interactions. Institutionalizing a knowledge management system that harbours all programmatic outputs.
  • Coordinate learning interactions with programme teams in coordination with Chief of Programmes office.
  • Develop and maintain real-time and up-to-date repositories of programme M&E data and outputs.
  • Support in designing and developing Knowledge Products and maintain a repository for internal and external use.
  • Contribute to LME data visualisation efforts.
  • Coordinate training/capacity development initiatives undertaken by the LME team.
  • Produce regular, timely reports and issue papers collaboratively that will provide essential insights to stakeholders.
  • Communication and Engagement
  • Spearhead dissemination of evaluation learnings with the intention to highlight Shakti’s contribution to the climate action as well as evaluation ecosystem.
  • Support in preparing communication materials, including donor reports, organization learning reports, thematic papers, and outreach narratives for various stakeholders.
  • Host convenings, online and in-person, and workshops to facilitate ecosystem dialogues and disseminate learnings.
  • Represent Shakti at relevant forums and engage with stakeholder.
  • Periodically contribute to journal articles, blogs, and white papers.
  • Support in developing and providing inputs to the programme and communications team.

REQUIRED QUALIFICATION, EXPERIENCE AND COMPETENCIES Manager (Learning, Monitoring and Evaluation) Job Vacancy for Delhi
 
  • A master’s degree or equivalent in Economics or Public Policy or a related stream from a reputed institution, with exposure to Development Studies, Climate Mitigation and Adaptation, Clean Energy Sectors.
  • 4-5 years of relevant experience in handling M&E systems and conducting causal research. Applicants must have experience in Knowledge Management as well.
  • Applicants with exposure to evaluations on policy research and/or climate action will be preferred.
  • Applicants must demonstrate excellent critical and strategic thinking abilities.
  • Applicants must have a strong knowledge of evaluation methods and should have had exposure to mixed-methods evaluation approaches.
  • Applicants must have a strong knowledge and experience of multiple data analysis methods (both quantitative and qualitative) including software (R Studio, NVivo, Python). Additionally, knowledge of data scraping and application of data scraping tools and software would be beneficial.
  • Applicants must have excellent data interpretation and visualization skills with knowledge of data visualisation tools (such as Tableau) will be preferred.
  • Excellent verbal and written communication skills. Ability to interact with various external stakeholders including civil society organisations, national and international think tanks and research institutions.
