The Uttarakhand Gramya Vikas Samiti (UGVS) Vacancy 2022 is the Government of Uttarakhand undertaking project funded by the International Fund for Agriculture Development (IFAD) to implement REAP program in various parts of Uttarakhand, the hiring for the said project is for consultants and for a very short term basis.

Post Title : Rural Financial Specialist
Location of Job : UGVS, PMU, Dehradun
Salary: INR 1,10,000/-
Core Purpose: Ensure that the rural financial services promote and expand livelihood activities, enterprises and CBO businesses with timely and adequate finances.
Qualification: Graduate in Commerce / other finance related stream. Post-graduation will be desirable
Experience: Minimum 5 years work experience in working with rural ecosystem focused financial institutions & Hands on experience of designing and implementing innovative financial products
Post Title : Manager Knowledge Management
Location of Job: UGVS M&E, Dehradun
Salary: INR 1,00,000/-
Core Purpose: To develop and mobilize good intellectual resources within the project which is accessible to project beneficiaries in digital and other convenient forms and locations to enable them enhance their knowledge and skills and the application of which will add to promoting their livelihoods so that the project objectives are well met.
Qualification: Graduation in mass-communication, journalism. Post-Graduation in mass- communication / journalism shall be desirable, Proficient in MS Office particularly MS Word.

Post Title : Head Production & Value Chain
Location of Job: PMU, Dehradun
Salary: INR 1,50,000/-
Core Purpose:
Work closely with the Principal Consultants targeting agriculture, livestock and other allied value chains under REAP
Work with multiple stakeholders including various Govt. departments to develop and implement the roadmap as envisaged under REAP
Work with other experts at the state and district levels in implementation of the interventions targeted the different product/services value chains
Regularly work towards identifying the gap areas or areas of improvement across the product value chains being taken up under REAP
Support and work with the training institutions and other training providers to curate customized learning (up skilling) interventions targeted for the identified beneficiaries under REAP
Undertake complete program management of the different value chains and engage with the relevant stakeholders (as required) to present the AS-IS scenario of the interventions
Qualification:
Graduation in any Sciences discipline with a PG Degree in Agriculture/ Allied sector to Agriculture/ Food Technology/ Engineering/ Economics/ Management
Minimum 10 years of total work experience of which at-least 8 years of demonstrated experience of working in agri-businesses / food processing and other related activities with farmers / cluster based organizations
Demonstrated experience of enabling and monitoring agriculture and allied product value chains is required
Experience of working on large scale interventions with State Govt. / Central Govt. is desirable

Understanding and developing a strong Hub & Spoke model to drive strong rural market execution excellence & improve market share
Design, recommend and implement innovative trade marketing activities through identification of trade channels and segments
Expertise in handling the remote rural areas with prior experience of distribution infrastructure/ set-up in the region
Enhance retail / channel/ trade effectiveness
Develop new business plan in order to increase enhance and improve sales (Growth mapping and Opportunity tapping)

Work on increasing the sales of farmers’ produce by closely working with the various Cluster based organizations
Undertake extensive engagement with market stakeholders with an objective to sell the farmer’s produce

Work towards building productive partnerships primarily with the private sector to develop and augment the outcomes of the selected value chains under REAP

Qualification:
PG Degree in Management with specialization in Agribusiness, or Agriculture, Allied sector to Agriculture, Development Studies an allied sector
Minimum 10 years of experience in channel sales, with a minimum 4 to 5 years as Sales Manager, preferably managing a team of executives.
FMCG with Rural Market experience is a must; prior experience of managing distributors is preferable.
Candidate should have prior experience of working on State Govt. / Central Govt. or MFI funded rural livelihood interventions
Experience in strategic planning, reporting, developing M&E and performance monitoring plans is preferred
Demonstrated experience of working on large-scale programs aimed at increasing the overall income of the farmers through farm and non-farm interventions (livelihood diversification activities) especially in the hilly regions/states of India

Post Title : Manager– Logistics & Supply Chains
Location of Job : PMU, Dehradun
Salary: INR 1,10,000/-
Core Purpose:
Develop strategic plans to implement a robust logistics network including the necessary infrastructure (ex – Cold Storage chains) that takes the farmers produce from the source to the market
Work with the agriculture value chain stakeholders and identify any gap areas that leads to delays / other bottlenecks
Implement a robust monitoring framework to manage the various logistics / supply chain systems for goods/services as part of REAP
Work with experts from different verticals and help drive the logistics/supply chain aspect related to shipment of Agri-goods
Work with buyers and other platform players and develop a customized roadmap that addressing the logistical aspects of shipment of goods/services
Should be able to commute across Uttarakhand at project locations to monitor the logistics infrastructure being set-up across the state as well as monitor the infrastructure/capacity of these units
Qualification:

Develop and implement Management Information System that caters to the information needs of the various stakeholders of REAP
Create website for REAP and ensure it is updated on regular basis
Check the data coming from the division offices for completeness and providing feedback to divisions
Provide or facilitate training to Project staff in handling hardware and software as and when required
To support federations by developing various federations related MIS modules like institution module, business module, enterprise module, marketing module etc. as per requirement
Troubleshooting and maintenance of existing databases of WMD as well as installing new database servers if needed
Undertaking GIS mapping, analysis, data capture, data management and geo processing
Creating, manipulating and analyzing the GIS data as required

Core Purpose:
Value chain mapping that depicts the chain actors and their functions and interrelationships
Overall responsibility to develop agri-business strategy, business plan, management plan and market-linked farming systems to achieve the project objectives
Design of project activities for development of market links/supply chains/market chains and any other necessary interventions/linkages
Sector and supply chain analysis of major agricultural sub sectors/niche markets that have potential in the region. Competitive advantage assessment/other appropriate market based analyses
Assist to form farmers’ groups and federations and train the associations, officer bearers on business management and operations, financial management, accounts.

Support REAP in improving the ongoing horticulture value chain projects by addressing use of inputs, production practices, post-harvest, processing and marketing priorities through market-driven sustainable approaches
Work with value chain networks to identify upgrading opportunities, public/private partnerships and other opportunities that support an industry-wide vision
Support design of new programmes and projects relating to agribusiness and value chain development specifically in the horticulture sector

Core Purpose:
Provide Livestock value chain assessment and analysis. Support stakeholders in the development of guidelines, manuals and periodically monitor the performance of project activities
Ensure effective implementation of the required development and engagement components of REAP for the delivery of outcomes for Pastoralists/Agropastoralists
Work towards strengthening local capacity building, relationships with the REAP stakeholders
